Indigenous-led investment platform Otipêy launches to advance economic self-determination

New platform builds on Raven Outcomes’ work creating better outcomes for Indigenous communities and launches Relèven Transition Fund to redevelop underused faith-based properties for community purpose.

Montreal, QC, September 28, 2026 — Otipêy officially launched today as an Indigenous-led investment platform that designs, builds and manages funds to advance Indigenous economic self-determination.  

Otipêy is the short form of the Plains Cree word Otipêmisiwak, meaning "those who own themselves," which reflects the organization’s mission. The platform represents the evolution of Raven Outcomes, carrying forward its expertise in outcomes-driven finance and now expanding into a broader platform with new asset classes and financial tools.  

"Over the past several years, we have demonstrated that Indigenous-led outcomes-driven investment works," said Jeff Cyr, Founder and Managing Partner, Otipêy. The first new investment offering under the platform is the Relèven Transition Fund, powered by Otipêy. The fund provides transition financing to support the community-led redevelopment of underutilized faith-based properties. Otipêy will serve as fund manager, providing investment management expertise, while Relèven continues to lead project sourcing, faith-based property transitions and community partnerships. Together, the partnership demonstrates how Indigenous leadership in fund management can extend beyond Indigenous-specific investments and create lasting value for diverse communities across Canada. Additional Indigenous-led investment funds and strategic partnerships will be announced in the coming months as the organization continues expanding its platform.

As Otipêy expands into new types of investment funds, it will also continue the organization's landmark work in outcomes finance. Through Community-Driven Outcomes Contracts (CDOCs), Indigenous communities will continue to define priorities, co-design solutions and lead implementation while governments serve as outcomes purchasers after independently verified results have been achieved.

Through its outcomes finance work, Otipêy has supported Indigenous-led investments including rooftop solar installations in Onion Lake Cree Nation, as well as geothermal installations and home retrofits in Brokenhead Ojibway Nation, Sioux Valley Dakota Nation, Peguis First Nation, and Fisher River Cree Nation. New investments across Canada will be announced this fall.  

Today's announcement also marks a name change for Otipêy Foundation, formerly Raven Impact. As Otipêy's charitable sister organization, the Foundation will continue advancing Indigenous well-being through research, education, capacity building and community collaboration, helping communities design, test and scale innovative solutions that support better outcomes and long-term systems change.
