The fund invests in Indigenous-led, community-owned projects, so communities get funding for their own priorities.
Raven Indigenous Outcomes Fund I currently supports a growing portfolio of investments in outcomes contracts and outcomes loans in areas like:

We use an outcomes-driven model to invest in practical,

Here’s how it works:

Challenge Defined
Communities identify the issue they want to solve—like high energy bills, chronic disease, or housing.

Solution Co-Designed
Otipêy supports the community to develop a culturally grounded project plan with a clear business case on how outcomes will be achieved.
3.
Capital Deployed
Otipêy provides up-front financing through the Fund.
4.
Project Delivered
Community-led delivery is executed by local teams and trusted partners and supported by our Investment team. Progress is tracked throughout and improvements are made along the way.
5.
Outcomes Verified
Upon project completion, independent evaluators confirm the results, and investors are repaid. The community keeps the capacity and the benefits of the investment.

the fund
Otipêy invests in two ways. Both are designed to deliver real, measurable results for communities.
1. Outcomes contracts
An outcomes contract is a partnership between an Indigenous community, Otipêy and government. Together, they agree on the results the community wants to achieve. Otipêy provides the upfront funding to make it happen, and Government acts as a takeout buyer when results are verified.
2. Outcomes loans
With an outcomes loan, Otipêy joins other lenders and funders to finance a project. Our investment helps fill the funding gap so the project can move forward and deliver results for the community.

Sioux Valley Dakota Nation upgraded 25 homes with geothermal systems and energy retrofits while building local skills.

The Minoayawin project is a community-led health initiative for preventing and managing Type-2 Diabetes with the Anisininew Nations.

Fisher River Cree Nation and Peguis First Nation upgraded homes, reduced energy costs, and created local clean energy jobs.

Brokenhead Ojibway Nation is improving housing, lowering energy costs, and building local clean energy skills through community-led retrofits.

Onion Lake Cree Nation set out to bring cleaner, more affordable energy to its community and keep the benefits local.
